Human resources planning can be defined as the process of ensuring that the right job is undertaken by the right people at the right time, in the right place. When the right job is done in the right place at the right time, the efficiency principle of human resources is also ensured.

Human resources planning in the short term, in which ways and what resources will be employed as a result of the resignation or removal of employees such as resignation, death, disability due to various problems; In the long run, it tries to find solutions to issues such as new investments and changes as well as the provision and training of personnel that the enterprise will need, in line with economic and social facts. The planning process is a dynamic and continuous process. Planning in a business enables it to establish a link between the past, present and future of the business and to successfully sustain the business in changing conditions.
